Isn’t it interesting how different kittens can be, even when from the same litter and raised in the same way? Some kitties love being held and petted, while others become a bit over-stimulated by too much touching. Others feel overwhelmed when humans walk around or reach for them. From the kitten’s perspective, you look like a gigantic creature. You’re on the right track using the food treats. But if you’re having minimal success, try other options to see if something else works better. Perhaps a long-distance interactive toy like a fishing-pole lure with a feather, or a flashlight beam, would interest her. She won’t have to approach too close, but will get the idea that being near you offers fun things for her. You might also try sitting on the floor and enticing her to come to you rather than you trying to pick her up. Let the kitten do the approaching, so she’s not on guard about being scooped up.
